City of Welland’s 2025 budget process begins; focus on collaboration and community engagement

Welland, ON – The City of Welland has officially launched its 2025 budget process, incorporating new strategies to enhance collaboration and transparency. Developing this year’s budget development emphasizes public engagement, Council and staff coordination, and efficient planning in line with provincial legislation.

“Preparing the 2025 budget is a shared responsibility and collective effort involving Council, staff, and the community,” said Stephanie Nagel, general manager of corporate and enterprise services/CFO. “Our goal is to create a budget that reflects the priorities of our residents while ensuring financial sustainability and growth for Welland.”

As part of its public engagement efforts, the City will engage residents through various platforms, including a budget survey, podcast episodes, and digital resources accessible on Engage Welland, social media, and the City website. This coordinated initiative aims to gather public input and increase awareness of the budget process.

A series of quality control meetings with department heads will occur from September 23 to October 7, ensuring the accuracy and completeness of departmental budgets, capital forecasts, and business cases.

Departmental review sessions scheduled for September 26, will facilitate open dialogue between Council members and department heads about key projects and priorities. This collaborative approach ensures that all parties have a clear understanding of the City’s financial direction.

The 2025 budget deliberation process will formally begin on November 4, with the presentation of the Mayor’s draft budget package, followed by a series of Council meetings that allow for review and amendments. The final 2025 budget is expected to be adopted at the December 4 meeting of Council.
